If your normal QWERTY keyboard characters are messed up and interchanged, e.g. typing @ prints ", there's nothing wrong with your keyboard. You need to apply language settings properly at Control Panel > Regional and Language Options > Languages > Details > English US - Keyboard US.
If your Scheduled Tasks are not running in WinXP and there are no apparent errors, it might be because you have not set any login password for your account [a blank password]. Use a password protected account or change XP Policies using gpedit [XP Pro only].

'Move To' in WinXP right click context menu: You want to make an item in the context menu so that any file can be moved to a specified folder. Start > Run > Type 'sendto'. Create a shortcut to the folder which you want in context menu. Ordinarily when you do a 'Send To' a file is copied to the destination. To move it instead, hold down the 'Shift' key while performing the 'Send To'.
